Job Description
Who are we looking for?
The UKAEA is undergoing an exciting transformation as it scales up to meet the challenge of positioning the UK as a leader in fusion energy. As part of this there is a requirement to establish the optimum Portfolio, Programme and Project (P3M) construct.
This Portfolio Data Analyst role is responsible for the oversight and analysis of P3M data that contributes to the delivery of UKAEAs strategic goals. They will focus primarily on providing insight, information and assistance that strengthens portfolio governance (e.g. the Corporate Portfolio Board (CPB)), assist data-driven decision making at UKAEA, and prioritisation decisions and effective allocation of resources across the portfolio. They will also play a key role in finalizing and rolling out a P3M enterprise reporting tool and using power platform to display the data.
More widely, this Portfolio Analyst role will upskill P3M staff at UKAEA to create a data literate workforce, support the PfMO and CPB in navigating and setting up policies around how UKAEA embraces the use of Artificial Intelligence (AI) within the P3M profession, and support the PfMO in creating active engagement with the P3M community across the organisation.
Key to this role is having a proven track record with Microsoft analytics tools, a passion for data visualisation and great communications skills.
NOTE: We're offering a competitive salary of £46,293 and exceptional perks, including a fantastic pension plan. UKAEA offers hybrid working, this role is required to be in the office at Culham at least two days a week.
What will you be responsible for?
- Co-ordinate mandatory reporting from projects, programmes and sub-portfolios across UKAEA in line with the corporate drum-beat.
- Provide aggregation and analysis of portfolio level performance data and produce monthly report for the CPB and the Executive Committee Board to inform data-driven decision making, support investment decisions and to help UKAEA assess the relative value and strategic fit of one initiative against another.
- Maintain corporate portfolio delivery map and critical path to monitor progress, in particular in relation to benefits and corporate KPIs. Recognise and track interdependencies within the corporate portfolio.
- Product owner for the enterprise P3M reporting tool and benefits realization dashboard.
- Secretariate for the monthly CPB whose membership consists of c-suite and Executives from around the business (note this role may rotate amongst the PfMO core team).
- Help develop mechanisms for measuring benefits, including social value, and assessing the corporate portfolios benefits critical-path.
- Provide relevant internal training to support project professionals in becoming Data Literate (a new capability area identified by the Association for Project Management (APM) for the profession in recent years). Build a network of champions around the business to embed good practice.
- Act as an internal consultancy to the PfMO core team and CPB through offering advise around, and undertaking work to provide continuous improvements to, the P3M enterprise platform.
- Identify and monitor portfolio risks (threats and opportunities) and escalate as appropriate using the corporate ARM platform.
- Work with business areas to identify and categorise new project and programmes which may enter into the corporate portfolio.
- Act as a key interface with other professional services Departments at UKAEA to ensure the PfMO approach is complementary and cohesive, this includes to:
- Work in harmony with the Computing Division to align work to the organisations IT Strategy and ways of working.
- Provide support to the Chief Operating Office (COO) in the capacity of Secretariat on the CPB they chair.
- Work closely day-to-day with peers in the PfMO core team, the Executive Office and in the Risk & Assurance Department.
- Monitor Corporate Change Register and analyse Power BI data to produce reports on trend analysis which will inform continuous improvement exercises at UKAEA.
- Responsible for keeping the PfMO SharePoint sites and PfMO intranet page up to date, including maintaining the Delivery Life Cycle SharePoint site.
- Responsible for adding content into and monitoring the PfMO Teams channel used by 150+ project professionals around the business; PfMO communications plan to inform the content.
Note: As this is a new role for UKAEA this job specification is likely to change as the maturity if the profession develops and in consultation with the Head of PfMO and the businesses Job Review Board.
Qualifications
Essential skills, experience and competence required
- Experience working in a similar capacity within the public or private sector
- An interest in learning to use Power BI or demonstrable experience in Power BI
- Business Analysis and requirements documentation
- Relevant qualification(s) relating to data analytics or similar
- Experience of developing successful teams and individuals
- Experience of working with enterprise P3M tools advantageous
- Microsoft Office365 (including SharePoint and Teams) experience advantageous.
