AI Municipal Budget Analysis Tool Developer

About the role

City budgets are public documents that nobody reads because they're 400-page PDFs filled with account codes, fund transfers, and allocation tables that require a public finance degree to interpret. Journalists covering local government don't have time to parse these documents for every municipality they cover. Our budget analysis tool does it for them. You'll build the analysis pipeline: extracting budget data from diverse municipal document formats (PDFs, spreadsheets, open data portals), normalizing line items into a comparable taxonomy across cities, computing year-over-year changes, and surfacing anomalies — unusual spending increases, declining service budgets, growing debt obligations — that deserve journalistic attention. The civic data team is four engineers. You'll own the analysis and anomaly detection module, working between the document extraction team that provides structured budget data and the journalist-facing team that presents findings in the investigation dashboard.

Responsibilities

  • Build budget analysis pipeline extracting and normalizing municipal financial data
  • Compute year-over-year changes and trend analysis across budget categories
  • Design anomaly detection surfacing unusual spending patterns
  • Normalize diverse budget formats into comparable cross-city taxonomy
  • Create analysis APIs feeding the journalist investigation dashboard
  • Validate anomaly significance against public finance domain knowledge

Requirements

  • 3+ years in data analysis or data engineering
  • Strong Python and SQL skills for financial data processing
  • Experience with document data extraction or ETL pipelines
  • Understanding of basic accounting and budgeting concepts
  • Interest in civic technology and government transparency
