AI Public Comment Sentiment Analyzer

Samuel Pham

Full-time · Job · New_York

About the role

Federal and state agencies receive thousands of public comments on proposed regulations. The EPA received 1.2 million comments on a single Clean Air Act rulemaking. A political staffer manually reading, categorizing, and summarizing this volume is unrealistic — but the comments contain substantive expertise, genuine community concerns, and novel arguments that should inform policy. AI analysis of public comments is how democratic input scales to modern regulatory reality. We build civic data infrastructure for government agencies and policy research organizations. Public comment sentiment and theme analysis is our highest-profile new capability: beyond basic sentiment, agencies need to understand what distinct positions exist in the comment corpus, which arguments recur most frequently, which represent organized campaign submissions versus genuine individual perspectives, and which raise issues the proposed rule didn't address. You'll lead the public comment analysis system: building topic modeling that identifies substantive themes beyond surface sentiment, implementing distinction between organic and coordinated comments, extracting structured arguments and novel issues raised, and generating the analytic summaries that policy staff use to respond to comment categories. You'll work directly with government agency clients to validate that the analysis meets the standards required for the administrative record.

Responsibilities

  • Design public comment topic modeling identifying substantive themes across large comment corpora
  • Implement coordinated campaign detection distinguishing form letters from genuine individual comments
  • Build argument extraction identifying specific regulatory objections and novel issues raised
  • Develop representative comment selection for policy staff review from large thematic clusters
  • Create analytic summary reports meeting administrative record standards for agency rulemaking
  • Collaborate with government agency clients to validate analysis methodology for regulatory use
