AI Public Procurement Intelligence Developer

Samuel Pham

Full-time · Job · New_York

About the role

Government procurement data is public but nearly unusable. Tender documents are PDF attachments with inconsistent formatting. Contract award notices vary by agency. Vendor names appear in dozens of different spellings. The information that could tell you which companies are winning government contracts, what pricing patterns look like, and where procurement irregularities exist is all theoretically accessible — and practically buried. We build the data infrastructure and intelligence tools that make public procurement data useful for journalists, civil society organizations, procurement reform advocates, and anti-corruption agencies. Our platform covers 40 countries and processes 2 million tender and contract records per month. As a junior developer, you'll work on the data extraction and normalization pipeline: parsing tender documents, standardizing vendor name entities across different spellings and corporate structures, and building the analytical features that power our procurement intelligence dashboards. The work is meaningful — this data has been used in award-winning corruption investigations.

Responsibilities

  • Build document parsing pipelines for tender and contract documents across formats
  • Implement vendor entity normalization and deduplication across inconsistent spellings
  • Develop data extraction features for procurement metadata: amounts, dates, categories
  • Maintain country-specific parsing connectors as source formats change
  • Build data quality checks for completeness and consistency across jurisdictions
  • Support journalist and researcher users with custom data extraction requests

Requirements

  • 1+ year of Python development with data extraction or NLP experience
  • SQL proficiency for complex data cleaning and analysis
  • Familiarity with PDF parsing libraries and document structure extraction
  • Interest in transparency, anti-corruption, or civic technology
  • Patience with messy, inconsistent real-world data from government sources

Benefits

  • Fully remote
  • Health and dental
  • $1,500 learning budget
