About the role

Public records — permits, court filings, property transfers, business registrations — contain critical information that journalists, researchers, and citizens need. But most public records systems have terrible search: keyword-only queries on OCR'd documents from the 1990s with no semantic understanding of what users actually want to find. As a junior search engineer, you'll help build the semantic search layer for our public records platform: indexing documents with modern embedding models, building query understanding that translates natural language questions into effective retrieval strategies, and designing the result presentation that shows users not just matching documents but the specific passages that answer their question. Public records search serves a civic purpose — making government information accessible to everyone, not just people who know exactly which document to request. You'll build technology that strengthens government transparency.

Responsibilities

  • Build semantic search indexing for public records document collections
  • Design query understanding translating natural language into retrieval strategies
  • Develop result presentation highlighting relevant passages within documents
  • Monitor search quality metrics and analyze user query patterns
  • Assist senior engineers with retrieval pipeline improvements

Requirements

  • Python proficiency with interest in search and NLP
  • Basic understanding of RAG and embedding-based retrieval
  • SQL skills for querying document databases
  • Interest in civic technology and public information access
  • Systematic approach to search quality evaluation
